In Europe, tariffs for housing services are higher than in Russia, and the problem of bad debts is one of the leading ones. According to Eurostat, in 2017 the percentage of the population with debts for housing and communal services ranges from 2% in Luxembourg, the Czech Republic, Sweden, the Netherlands to 31, 39 and 39% in Bulgaria, Greece and Northern Macedonia, respectively. In the UK, according to Power Engineering international, in 2017 there are more than 600 thousand people with total debts on utility bills and municipal taxes of more than £ 19 billion or £ 15 thousand per family [12].
Standard methods of debt collection are ineffective: for example, only half of taxpayers fully or partially repay debts for housing and communal services after they learn that debt information will go into credit history [6]. It is worth adding that the limitation period for debt collection for housing and communal services is 3 years (Article 166 of the Civil Code of the Russian Federation) after which it is already impossible to collect the debt. In the state of New York, the total limitation period for debts is 6 years. In Germany — 3 years.

Using artificial intelligence and machine learning, the product analyzes current and potential debtors, classifies them into groups by type (legal entity or individual), amount of debt, debt history and other parameters. It should be noted that when working with personal data, they are depersonalized. All processed data is stored as a hash function and is encrypted.
