We've developed a payment agent-as-a-service platform, that will allow mobile VAS and OTT providers to generate sales outside of the direct carrier billing (DCB) channel. Currently, DCB revenues in the Philippines are estimated at US$110M. It takes between 6-12 months to be approved as a channel partner of one of the 2 dominant telcos. This is aside from the fact that the telcos themselves are content providers and can easily ease out any company or copy content if they so wish.

Two weeks ago, due to a national issue where many mobile customers filed complaints claiming their SMS balances were vanishing due to unauthorized billing and deductions from the telcos, one of the telcos had to shut down their VAS business (although temporarily). This immediately caused millions in lost revenues to legitimate VAS providers and in effect crippled their business by the turn of a switch.

Anchoring this offering is the WIN eWallet with a "Pasa Cash" (pass-cash) feature wherein agents can load digital cash into their customer's wallets in exchange for physical cash. From there, users can play games, load SMS and buy digital goods & services with the funds they now have in their wallets.

Currently, the telcos have thousands of mom & pop stores that only focus on selling SMS top-ups. Our agent network will focus on eWallet top-ups for OTT digital content.
